RuCon Engineers was founded in 2020, with a single mission in mind—connect non-urban communities to modern telecom and utilities services using industry-leading consulting, planning, engineering and installation support. The model of our business is to work closely with service providers to envision, design, and implement the infrastructure required to connect residents and businesses to the services they need for equal participation in social and economic opportunities.
Meet the RuCon Engineers Board of Directors

Matt Farr
Matt graduated from Utah State University with a Bachelor of Science in Welding Engineering. To put himself through school, he worked as an Iron Worker, gaining hands-on experience erecting commercial structural steel and re-bar frameworks.
After graduation, Matt worked for The Boeing Company on a research and development team commissioned to develop and implement the Friction Stir Welding (FSW) process. Matt is a Certified Welding Inspector (CWI) and has worked extensively with AWS welding codes, applying engineering principles in the fabrication of process piping and pressure vessels for the nuclear and petrochemical industries. He also has comprehensive project management and field engineering experience on industrial structural steel and bridge erection, as well as industrial food processing equipment and support structure manufacturing and installation projects.
For the last ten years, Matt has focused his career on Communications Engineering, learning the intricacies of designing, constructing, and operating fiber optic networks. He held the position of Engineering Manager for Direct Communications with oversight of multimillion-dollar utility design and construction projects. He also gained experience in applying for and managing federal government funding programs to aid in the expansion of broadband service in rural America.
Matt and his wife, Mariah, live in Rockland, Idaho where they are raising the lower half of their eight-child family. Matt is also a volunteer firefighter and is currently serving as Assistant Fire Chief.

Nathan Farr, P.E.
Nathan has over 25 years of experience in heavy industrial electrical power engineering and “cradle-to-grave” project management under his belt. He earned a Bachelor of Science in Electrical Engineering from the University of Utah, minoring in Mathematics.
Nathan spent the first half of his career working for Centry Constructors & Engineers, a premier engineering and construction firm that carried out multi-disciplinary engineering, procurement, and construction (EPC) contracts with various clients throughout the western United States, Alaska and overseas in industries such as mining, material handling, oil and gas, hazardous waste incineration, refining, gas compression, cross-country pipelines and the like. Clients have included: Fairbanks Gold Mining, Kennecott, Anglo Gold, Cripple Creek & Victor Gold Mining, ASARCO, ENSCO, Williams Gas Pipeline, AMOCO, Sinclair, Flying J and others.
The second half of his career took him to eastern Saudi Arabia where he still lives with his family and manages major projects for the oil and gas mogul, Saudi ARAMCO. All throughout the kingdom, Nathan acts as Lead Project Engineer for refined products-distribution pipeline projects. Starting from the early stages of conceptual design, he shepherds projects all the way through detailed engineering, material procurement, construction, commissioning, and finally to successful close-out. In doing so, he regularly works with many internationally known engineering and large construction firms who have a steady “foot-hold” in the Saudi Arabian oil and gas industry.
Presently, he is licensed as a Professional Engineer in the states of Idaho, Louisiana, Oregon, Texas, and Utah.

Mark Farr
Mark is a results-oriented marketer with a unique ability to objectively and pragmatically evaluate marketing objectives then distill them down to concise yet articulate strategies for achievement.
Since 2013, Mark has worked as Group Strategy Director for TA, an Integrity company, with a Fortune 50 client roster including CVS Health, Aetna, and AARP. Prior to joining TA, Mark spent 12 years as co-founder and managing partner at a Utah marketing agency, serving clients in healthcare, retail, financial services, consumer packaged goods and education. He is an expert in direct marketing practices with extensive experience in B2B and B2C strategic planning. Some of his more notable work includes leading strategic planning for the Aetna Medicare Solutions agency of record contract and the development and launch of the Skullcandy consumer electronics brand.
Mark holds degrees in Marketing and Advertising Design from Utah State University, and an MBA from the University of Utah. To relax, Mark enjoys running, skiing, traveling, and hiking with his wife, three boys, and two Entlebucher Mountain Dogs.

For the last 12 years, Matt has focused his career on Communications Engineering, learning the intricacies of designing, constructing, and operating fiber optic networks. He held the position of Engineering Manager for Direct Communications with oversight of multimillion-dollar utility design and construction projects. He also gained experience in applying for and managing federal government funding programs to aid in the expansion of broadband service in rural America. Matt worked as an independent consultant before becoming a Partner at McClure Engineering. Since then, his focus has been in developing the RuCon Engineers business unit of McClure Engineering.
Matt and his wife, Mariah, live in Rockland, Idaho where they are raising the lower half of their eight-child family. Matt is also a volunteer firefighter and is currently serving as Assistant Fire Chief

Vince Losavio - Field Engineer / Safety Officer
Vince has spent 28 years in the Telecom Industry, working in nearly every aspect of the industry, holding titles such as: OSP Construction Manager, Combo Tech, Materials Management, Electronics Technician, Project Manager, OSP Plant Designer, and Equipment Fleet Manager. With Vince’s vast experience in the field, he serves RuCon as the Lead Inspector and Company Safety Officer. Vince also contributes on the front end of projects by providing design consultation and conducting Constructability Surveys to validate designs. Vince spends a lot of time on the road for RuCon and usually travels with his family, but he was born and raised in Southern Louisiana. His strong Louisiana drawl and love of boiled crawfish adds some needed culture and variety to the RuCon Family.

Landon Farr - Manager of GIS Services
Landon is certified in Geographic Information Systems through the College of Western Idaho. With this skill set, he has been heavily involved in establishing mapping and OSP data collection processes for RuCon Engineers. Landon specializes in drafting fiber routes and designs, creating real-time inspection and documentation forms, and configuring web dashboards for construction and project tracking. Since joining the RuCon team in December 2021, Landon has also received OSP Fiber design training and specialized software training for ESRI ArcGIS Pro, associated apps for field workflows, and CrescentLink.
Landon lives with his wife in Pocatello, Idaho. He spends his free time running, lifting weights, learning songs on his guitar, and various outdoor activities. He also enjoys traveling with his wife and spending time with family.

Mohammad Arif Khogiani - InterLinkGIS Solutions LLC
Mohammad Arif Khogiani is the Co-Founder and Chief Technical Officer of InterLinkGIS Solutions LLC, with hands on experience in Outside Plant (OSP) fiber optic design and GIS network planning for telecommunications infrastructure projects. He has worked across the full fiber deployment lifecycle – from initial route planning and OSP design through permitting coordination, construction support, and final as-built documentation.
Mohammad has a strong background in GIS data conversion, having migrated telecom datasets from legacy formats including AutoCAD, M4, and PDF maps into ESRI GIS environments using advanced geoprocessing and Python scripting. He has built ArcGIS Online dashboards specifically for construction tracking, giving project engineers real-time visibility into design status, active construction. His coding skills in Python program language allow him to develop custom geospatial analysis and automation workflows that go beyond what standard GIS tools can handle off the shelf, an advantage when managing concurrent design packages across multiple project areas.
Mohammad holds a B.S. in Mechanical Engineering from George Mason University and is proficient in ArcGIS Pro, ArcGIS Online, QGIS, AutoCAD, VETRO FiberMaps, CrescentLink, and Python.
InterLinkGIS Solutions LLC
InterLinkGIS Solutions LLC is a woman-owned, minority-owned small business based in Fairfax, Virginia. Since its founding in 2023, the firm has completed numerous fiber optic and geospatial projects across the telecommunications sector, backed by a team with a combined 10 years of experience in OSP planning and design, GIS data management, and construction support.
The team has worked across the full fiber deployment lifecycle – from initial cost estimating to route planning and network design, construction management, and final as-built documentation. InterLinkGIS has designed fiber optic networks of varying configurations including FTTH (both Active and Passive Networks), covering both aerial and underground plants. On the GIS side, the firm has handled large-scale data conversion work for multiple telecom providers, moving legacy datasets from AutoCAD, M4, and PDF formats into ESRI GIS using Python-driven geoprocessing workflows.
One area where InterLinkGIS stands out is its use of coding for custom geospatial analysis and workflow automation – work that goes beyond what standard GIS platforms can do out of the box.
